An older horse is already trained with saddles and riders and so doesn't need to be broken in. Older horses also tend to be more steady and confident which will make the novice rider more comfortable. Horses are commonly active and ridden frequently well into their twenties.
Please do not buy your child a young, unbroken horse. Unbroken horses don't normall pose a problem for experienced riders but they'll likely be too difficult for new riders. Breaking an unbroken horse is not something that should be attempted my a novice.
